To develop a civil-society led shadow report that analyses how the criminalisation of homelessness in South Africa violates the International Covenant on Economic, Social and Cultural Rights (ICESCR), and to submit this to the UN Committee on Economic, Social and Cultural Rights (CESCR) as part of South Africa’s upcoming state reporting cycle.
